It's one of the wealthiest towns in France.
And back then, Nicolas Sarkozy is its young mayor, a rising star waiting for his big break.
His rise really began with a very precise, spectacular moment.
This is Andrew Hussey, a writer on modern France.
Which was in 1993, when he diffused a hostage crisis in a school in Neuilly.
A man who calls himself the human bomb takes over a nursery school and demands a ransom.
He's holding 21 children and their teacher hostage.
Mayor Sarkozy steps up.
He enters the school and he negotiates with the attacker.
One by one, over the course of many hours, Sarkozy carries several of the children out in his arms.
It's all captured by TV cameras.
All the hostages are saved, the attacker is killed by police, and virtually overnight, Sarkozy becomes a national hero.
Fast forward to 2005 and Sarkozy is a fixture in government with a powerful job.
He's the interior minister.
And on the right of French politics, Andrew Hussey says, he's inspiring something of a frenzy.
Sarkozy has cultivated an image as a law and order tough guy, a straight talker, particularly when it comes to the bonlieu.
These are the deprived housing projects outside of French cities where many immigrants live.
And in 2005, there's a moment which is part of Sarkozy's political legend.
He's visiting a banlieue near Paris.
There's been a lot of words to describe the people in the banlieue over the years, and he came up to the racaille.
