It's formal and it's short.
The context here is crucial.
This is all happening a few years after 9-11.
Libya has been a pariah state for decades, accused of mounting terrorist attacks around the world, including in Lockerbie in Scotland.
Kadhafi understands that he cannot be a terrorist state anymore.
But Gaddafi realises after 9-11 that if Libya keeps it up as a so-called terrorist state, he could be in trouble.
Times have changed.
And this meeting with Sarkozy, a prominent minister of a big Western country, is a stepping stone back to respectability.
The two men talk, they shake hands, they smile for the cameras, and the meeting wraps up.
But here's the thing about these meetings on the world stage.
The real business doesn't happen when the leaders meet.
The cameras are there, but actually, the big decisions are often made ahead of time.
And Fabrice tells us this is exactly what happened for Sarkozy's visit to Libya.
A few days earlier, his right-hand man, a man called Claude Guéant, had already been to Tripoli.
Claude Guéant is Sarkozy's chief of staff, and he's there to prepare the way for his boss.
Except Guéant has some business that's not on the official agenda.
