It makes it hard to prosecute because you have to prosecute criminally, correct?
Because they're exempt from the criminal.
You want to talk unintended circumstances, unintended consequences, you're looking at them.
And there's nobody out there to blame and Wade can't be blamed.

Wade, are we able to, with respect to schools, since we exempt every other bloody thing that we do, I think we can exempt public facilities from the fan noise and that sort of thing?
Wouldn't look good, but we can do it?
Or is that a better question for the county attorney?
