I don't know if it was all for nothing. I think in some cases it was justified. Sometimes the pendulum swings too far in one direction and maybe it becomes time to reevaluate some of those decisions and see where it is safe that people can move back in.

Well, that's what I'm saying. If we have the mechanisms to mitigate against that, then by all means. But if we're just going to live in fear forever, it's probably not the way I want to live, frankly.
