It is an important turn of events.
Clearly, a 20% levy on the cost of cargoes leaving the Strait of Hormuz would be a very serious change in the expense involved in shipping oil out of Hormuz.
You're talking about $15 a barrel.
It's a lot, and it's a lot more than Iran was proposing when it was saying that it wanted to charge people.
So it really is a dramatic twist.
And I think whether or not
this ever comes to pass, we will see.
But the important thing for global markets is we're in a very different situation with Hormuz than we were a few days ago, and not in a good way.

I think, though, that both sides probably want an opportunity for the talks to continue and to build on what was agreed in their memorandum of understanding.
So it is a truce, but extremely fragile one, I think.

The market is getting used to the flow of oil back through the Strait of Hormuz quite quickly and it's clear that the market or parts of the market are now well supplied and having to absorb lots of Iranian oil, more Emirati oil, Saudi oil.
And it's bearing down on the price.
Make decisions.
A poor decision is always better than no decision.
We're at the technical level.
