Multiple US networks declined to run the speech, which lasted 25 minutes.
It comes after an intelligence assessment found no evidence that China affected the 2020 vote he lost.

A new monkey species has been discovered in the Democratic Republic of Congo.
An international team of scientists described the rare and cryptic monkey species as being distinguished by an orange patch around its mouth and lower nose on its otherwise dark face.
Researchers think the monkey was first spotted back in 2008 in a photograph that only included part of its body.
There was no sign of it for another 10 years until a 2018 expedition resulted in a new photo of a monkey with a pale patch around its mouth.

A teenager who allegedly researched how to make bombs and methods to derail trains has been granted bail.
The teen was charged in March for collecting manuals, guides and material promoting ISIS-inspired terrorism and also importing an ISIS flag.
An investigation was launched after intelligence indicated the flag, destined for an inner-city Melbourne address, was imported into Australia.
Counterterrorism detectives raided the address and seized a USB mobile phone and laptop.
On the USB, detectives allegedly found a photo of a bomb in a backpack and instructional materials for the preparation of explosives, which set out ingredients required and steps to assemble devices.
The judge considered a psychologist's report that the now 18-year-old is likely to have undiagnosed autism and a letter the teen wrote where he acknowledged his mistakes and accepted responsibility in granting bail.
