The NCSE was established in 2003 to "improve the delivery of education services to persons with special educational needs arising from disabilities with particular emphasis on children." It's rare to find an organisation that has achieved exactly the opposite of what they set out to do in such a short amount of time. What started off as a way to organise Special Education resources in Ireland has morphed into a bloated, bureaucratic body that answers to no one.
