So, the idea that central intelligence plans on using them to oust the central government seems unlikely. it looks like the US intelligence community might have decided that Trump's war wasn't going to achieve the results he wanted. So rather than let the country stand, they might be trying to balkanize it and create discontent that would rip the country apart. That situation almost always carries a high human cost and is typically a lengthy process.
