Cuban forces have killed four people and wounded six others who were traveling in a speedboat with Florida tags after they opened fire on the island's border patrol, injuring the commander. Before the shooting started, security forces were approaching the Florida boat to identify the passengers. U.S. and Cuban tensions are running high as the Trump administration has effectively imposed a naval blockade on the communist-run island. and dramatically reduced its access to fuel. Former Treasury Secretary Larry Summers will resign from teaching at Harvard University amid a campus review of his ties to Jeffrey Epstein. Summers, who's been on leave since November and whose name appeared hundreds of times in those newly released Epstein files, will leave at the end of this school year.
The European Union says U.S. tariffs are a break from their trade deal on more than 4 billion euros of goods. The EU-U.S. trade deal struck last summer would impose a 15 percent tariff on most EU exports to the U.S., while removing tariffs on American goods heading into the bloc. Sources tell Bloomberg President Trump's new policy will increase duties above that 15 percent maximum allowed level on European exports of cheese, butter, agricultural products, plastics, textiles and chemicals. In the State of the Union, President Trump says he'll impose tariffs through other authorities after the Supreme Court's decision to revoke his emergency duties. He started with a 150-day, 10% global tariff. U.S.
Trade Representative Jameson Greer says he'll bump that to 15% where appropriate through a supplemental proclamation in the next few days.
We have a lot of countries out there that for a long time have had 10%. We have some that have higher at 15%. And so our goal with all of this is to have continuity. So we want to have the 10% and we're looking about how to implement the 15% that the president indicated because we want to have continuity.
Greer says they'll find another way to get the tariffs done without using the emergency authority.
We want the countries, we want the companies, we want people to understand that what we were doing before, we're going to reconstruct with alternative tools because we want to keep going, maintain the policy, we'll just have a change in the legal implementing authorities.

Shares of Kava are about 25 percent higher. Anthropic is scaling back its central safety policy, saying it will no longer delay AI development that could be dangerous if it thinks it's falling behind its competitors.
