The president this morning said Homeland Security Secretary Kristi Noem will not step down. After the fatal shooting of two civilians by ICE agents in Minneapolis this month, even some of President Trump's strongest supporters are taking a step back. Texas Governor Greg Abbott blames Democratic leaders in Minnesota for the violence, but says the White House has to make some adjustments.

Meanwhile, Governor Abbott ordered all Texas agencies and public universities to immediately freeze new H-1B visa petitions, saying that taxpayer-funded jobs should go to Texans whenever possible. Agencies must submit detailed reports identifying how many H-1B workers they employ and including job categories, countries of origin, visa expiration dates, and evidence showing efforts to recruit Texas candidates. Back in Minnesota, Border Patrol official Gregory Bovino and some Border Patrol agents are expected to leave Minneapolis today. White House Border Czar Tom Holman is now leading the Minneapolis operation, where he'll meet with Mayor Jacob Fry to discuss coordination between federal and local law enforcement.

The chief federal judge in Minnesota has ordered the head of Immigration and Customs Enforcement to appear in court to explain why he should not be held in contempt. The judge says the Trump administration has failed to comply with orders to hold hearings for detained immigrants. Todd Lyons, the acting director of ICE, must appear personally in court this Friday to explain the violations of those court orders. And all that's happening in Minnesota risks drowning out President Trump's pivot to the economy. He's visiting Iowa today to focus on affordability. Trump will make a stop at a local business and deliver a speech in a suburb of Des Moines, with the trip also highlighting energy policy. Meanwhile, Amazon says it will be shutting down its Amazon-branded grocery stores and automated grab-and-go markets, shuttering two centerpieces of its push into physical retail.
