Judge Richard Stern sided with a group of refugees and two advocacy groups who argued the Department of Homeland Security's policy is unlawful and a departure from decades of practice. The policy would allow officials to detain refugees legally admitted to the U.S.
if they failed to obtain a green card after a year in the country. Advocacy groups say it puts at risk more than 100,000 refugees with applications pending.
