121.193 - 149.783 Mayor Richard Webb

For those who don't know me, I'm Mayor Richard Webb. Thank you all for coming tonight. Before we begin, I want to thank Janet Morrison and the Community Center volunteers for setting up all the chairs, the refreshments, and these beautiful photo displays in such a short time. I know it couldn't have been easy. I know this is... I know how difficult this is.

150.438 - 180.741 Mayor Richard Webb

for all of us, but especially for the families. Two days ago, our community suffered an unimaginable loss. 23 children, 23 bright, beautiful souls who should be sitting in their classrooms right now, laughing with their friends, driving their parents crazy with homework questions. These photos behind me, take a look at them. Really look at them. These weren't just statistics.

181.422 - 207.732 Mayor Richard Webb

These were our children. Our future. Now, I've been in contact with the State Emergency Management Agency, the Department of Education, and federal coordinators. We've been working around the clock to implement new safety measures. First, we're upgrading the emergency broadcast systems on all school buses. New receivers, triple redundancy, battery backups that can last up to 72 hours.

208.066 - 235.104 Mayor Richard Webb

Second, we're implementing mandatory emergency response drills. Every week, students will practice the protocols, how to stay quiet, how to remain still, how to listen for instructions. Third, we're installing panic buttons on every bus, direct line to dispatch, GPS tracking, real-time monitoring. And finally, we're reducing response times.

235.986 - 240.833 Mayor Richard Webb

Police, fire, EMTs, they'll be able to reach any bus within five minutes of an emergency call.

Chapter 2: What is the significance of the memorial service in the community?

445.318 - 460.913 Jim Reeves

He gets to sleep in his bed. He gets to wake up tomorrow. My son doesn't get any of that. And you know what else? This isn't even the first time for him. His wife! Last year! Another emergency! Another person gone!

0

461.013 - 464.338 Unknown

That case was closed. There was no evidence of wrongdoing.

464.439 - 472.872 Jim Reeves

Two emergencies! Two! And Owen Coleman walks away both times while everyone around him dies!

0

473.713 - 479.983 Mayor Richard Webb

Everyone, please! This kind of speculation isn't helpful! I want Owen Coleman here!

0

480.704 - 485.712 Jim Reeves

I want him to look me in the eye and tell me what happened to my son!

485.792 - 489.338 Unknown

That's not going to happen tonight. Mr. Coleman has the right.

490.7 - 534.6 Jim Reeves

Rice, what about my rights? What about my right to know why my son died? What about Tyler's right to grow up? I want answers! There are so many cars.

535.661 - 539.346 Owen Coleman

It's a memorial, Owen. People want to pay their respects.

540.468 - 554.686 Jim Reeves

Huh. Respects. Right. I can't do this. Owen. No, I can't. This was a mistake. We should go.

Chapter 3: What safety measures are being discussed by the Mayor?

719.301 - 725.099 Owen Coleman

Twice. And yes, other people didn't survive. But that doesn't make it your fault.

0

728.983 - 730.305 Jim Reeves

It feels like my fault.

0

731.546 - 735.43 Owen Coleman

I know. But feelings aren't facts.

0

737.252 - 745.982 Jim Reeves

You're right. Maybe I should just go in the back, stay quiet, pay my respects and leave.

0

746.963 - 755.92 Owen Coleman

That's what we'll do. Back entrance. Back row. We're just there to show you cared about those kids. That's all.

757.543 - 759.006 Jim Reeves

And if someone confronts me?

759.968 - 763.074 Owen Coleman

Then I'm right there with you. You're not doing this alone.

764.377 - 770.489 Jim Reeves

Okay. Wait. Lisa. Thank you.

771.11 - 773.635 Owen Coleman

No problem. Let's get in there.
