It's Monday, the 15th of June. Welcome to the PDB Afternoon Bulletin. I'm Mike Baker, your eyes and ears on the world stage. All right, let's get briefed. First up, the U.S.-Iran agreement has now reportedly been electronically signed by both sides. But many of the deal's most important details remain under wraps. We'll explain what the administration is saying, what officials from the Iranian side are disputing, and the key questions that still need answers. Later in the show, Russia launches another record-setting aerial attack on Ukraine, and one of Eastern Christianity's most revered monasteries is caught in the crossfire. But first, today's afternoon spotlight. The U.S.-Iran agreement is no longer theoretical, at least apparently not.
According to senior U.S. administration officials, the Memorandum of Understanding between Washington and Tehran has now been signed digitally by President Trump, Vice President J.D. Vance, and Iranian Parliament Speaker Mohammad Bakr Ghalibaf. A formal signing ceremony that sounds very posh is expected later this week in Switzerland, but for all practical purposes, and here I'll use the word again, apparently, the deal is now in place. The problem is that it's not clear what's in the deal and if the two sides interpret what's in it in the same way. That was not a very eloquent sentence, but I hope you got the point. The Trump administration has yet to release the full text of the agreement, though Vice President Vance says that will happen sometime this week.
In the meantime, much of the public discussion surrounding the deal has been driven by a series of leaked drafts that have circulated over the past several days. And now, U.S. administration officials are pushing back on some of those reports. Speaking on both ABC News and CBS, Vance argued that some of the details circulating online do not accurately reflect the final agreement. Most notably, he rejected claims that Iran would automatically receive roughly $24 billion or $25 billion in frozen assets upon meeting certain benchmarks. According to Vance, that figure does not appear anywhere in the agreement. Instead, he described the issue of frozen Iranian assets as one of several subjects that will be addressed in technical negotiations following the formal signing ceremony later this week.
Essentially, they're signing a memorandum of understanding to talk more about the deal. More broadly, Vance emphasized that any economic relief provided to Tehran would be conditional.
What key questions remain about the Iran deal's implications?
That may come as a surprise to the Iranian regime. Iranian officials have indicated, from their perspective, that they will receive at least half of the frozen $24 or $25 billion prior to beginning the reported 60-day negotiating period during which they're supposed to discuss a variety of the key issues that are still unresolved. In recent days, some of the leaked drafts suggested sweeping sanctions relief and major economic concessions for Iran. The vice president offered a different characterization, arguing that sanctions relief would only come if the Iranian regime makes a long-term commitment to abandoning its nuclear weapons ambitions. Well, as long as they make that commitment, I'm sure that'll be fine.
Oh, and accepts meaningful international verification measures, which, to be fair, have never been in place in the past. They've never had full transparency. In other words, the administration's position appears to be that economic benefits are tied to compliance, not simply tied to a memorandum of understanding to talk more. Vance also provided perhaps the clearest explanation yet of how the White House views the agreement. According to the vice president, the deal is intended to accomplish two primary objectives at some point. First, prevent Iran from ever obtaining a nuclear weapon. Second, reopen the Strait of Hormuz and reduce tensions across the region.
