I disagree a little bit. Go ahead. There's a point where we call this a low-intensity civil war. It's right on the verge. It never breaks out because once it gets too hot, it's no longer useful. If the fights get too hot, if there's too many weapons on the street, they can't make institutional changes. They can't get a guy elected afterwards. They can't get money for their NGOs.
So they keep it like if it's out of 10, they will keep it at a 5, at a 5, at a 5, at a 5.
