What is the difference between a rider and an adjuster in UNS Gas’s rate case?
Let's go ahead and go back on the record. And good morning, everyone. This is the time set. I lost my script. Oh, this is the time set for the hearing for UNS gas ink docket number G04204A-24-0237. And this is UNS gases applic rate application for an increase. Okay. So let's see, before we get started, um, are there any Matters need to be tended to You scott, check your button.
Yes, I have one. Okay. Um, with respect to the uh consolidated credit agreement and whether we would want to file that as in late filed exhibit. I d I checked with both Mr. Parcell and Mr uh Smith and neither are interested in seeing it. Okay. So we will not be doing that.
Okay. Thank you. Okay. Anybody else? All right. Then I will whoops. See. We'll remind Mr. Elliot that you're still under oath. And let's see, when last see on As the World Turns yesterday we were waiting. Ms Scott Ms. Scott was furious because she didn't get to begin her interrogation. So we'll begin with Ms. Scott.
Good morning. Good
morning.
Um What I'm going to do is just uh page through your testimony. I've written various notes down where I had questions or Um wanted a little bit of clarification. But I want to start with a question to you because this was brought up uh yesterday, I believe. Uh the difference between is it riders and trackers? Is that the terminology that UNSG uses?
Sure, yes.
Okay, and and could you explain the difference?
So a a writer uh is a uh an addendum to uh an existing uh uh tariff, so for instance, residential A writer may stand with additional uh uh it may have additional uh tariff language that applies to a customer that is that falls under that writer. A writer may or may not have rates associated with it. But it's i in an in essence, a writer is that um additional tariff uh mechanism. Uh an adjuster refers to uh specifically to rates. Uh so uh for instance the uh purchase gas adjuster, uh that r uh refers to the rates associated with the PGA writer. Uh so that's really the difference. One is a tariff mechanism that may or may not have rates. The other uh is specifically to uh uh rates associated with a writer.
Okay. Thank you. Um if I ask you any questions that I should be referring to um another witness, just say so because there is some overlap between your testimony and the next witness. Um
On page two you talk about um what is being proposed in this proceeding and you talk about the increase to the base basic service charges and Um could you go over those once more? The residential one would go from ten dollars to fifteen, is that correct?
That's correct.
And the commercial there's a small, is that correct? A small volume?
That's correct. There's a small volume and a large volume customer class that we've proposed.
And the small volume would increase by ten dollars, is that correct?
I am uh searching in my testimony real fast for l uh later on where I discuss those specifically. Um there is a table uh near Uh
That on page twenty seven.
No, it's on page ten or that's
the bill impact, I'm sorry.
Yeah, it's on on or about page ten or eleven. Okay. And and that details the the basic service charges that we're proposing. Uh small volume is thirty dollars. A large volume would be three hundred dollars.
And I thought I read in your testimony somewhere that the small volume, the thirty dollars represented a ten dollar increase. Is that correct?
Your Honor on page three of Mr. Elliott's uh rebuttal testimony, there's a some testimony about the actual increases.
Thank you.
So it was that correct? It looks it to be yeah if you look at fift pa lines fifteen and sixteen. And then the large volume general service customers would get an increase of seventy five dollars.
That sounds correct, yes.
Okay.
How many um how many riders and adjuster mechanisms does UNSG have now?
UNS gas has Or
UN yeah, I'm sorry.
Or the UNS G, either way. Uh uh They have uh the the primary one is the purchase gas adjuster. Uh there's also uh an adjuster to recover uh the uh tax uh uh credit um And uh finally there's a DSM uh adjuster that is set currently at zero.
Are those the existing adjuster mechanisms?
