Yeah, thanks. Good morning, Chair Myers, Vice Chair Walden, and commissioners. I'm Marvin Wessel, intervener. I will be direct. The issue is not whether the commission can amend a number under the Arizona revised statutes. The issue is whether the commission should approve Exhibit E as a legal member and service area list and import Title 33 HOA language into the water docket. It should not. Staff did not recommend what Commissioner Lopez's amendment accomplishes. Staff said this docket is not the forum to resolve private disputes, and I accept that. But Lopez's amendment number one says commission approves Exhibit E to the extent it describes the members and the respective parcel numbers that receive water services.
