Let's go on the record. Good morning and welcome to the Arizona Corporation Commission. My name is Sarah Harpering, and I'm the administrative law judge assigned to preside over this matter. Um this is the time set for public comment and then the evidentiary hearing for the Piccadillo Water Company rate and financing applications, docket numbers W03528A 250056, and W03528A 250096. And the Pikachu Sewer Company rate and financing applications, docket numbers S W. zero three seven zero nine A twenty five zero zero five seven and SW zero three seven zero nine A twenty five zero zero nine seven. And before I take the appearances of the parties, I'm going to provide an opportunity for all of you to provide public comment.

The underlying issue here is that as foreign entity now owns the water rights of what lies below what was once a prosperous agricultural area of Pennall County. Because the issue here is really the increase uh unusual increase in water value, water rights by the owner of the rights these days, I think it would be helpful to give a little background. as to what has developed. The underlying issue here is a foreign entity now owns the water rights of what lies behul below what was once a prosperous agricultural area of Penal County. When Mr. Ed Robeson purchased that land for the development of the Robson Ranch community. He acquired the associated water rights, knowing that it was an integral part of the economy to be viable in his vision. And to build out the community of homes for older citizens, which would help revitalize the economy of our county.
