This is the time set for a procedural conference in the matter of the application of Arizona Water Company for determination of the fair value of its utility plant and property. Docket number W zero one four four five A. twenty four zero one one seven. Administrative law judge Chris Nichols and I have been assigned to preside over this matter. So let's begin by taking appearances of the parties beginning with Arizona Water Company.

Good afternoon, Your Honor. This is Daniel Pazowski from Ruco and with me is Sarah Baris Cool. I'm not gonna.

And good afternoon, Mr. Daly. All right. Uh the purpose of Today's procedural conference is to discuss uh a procedural schedule for phase two. And address any other uh procedural issues that the parties would like to bring up at this time. So Uh Arizona Water filed a request for a procedural order governing phase two, but uh I didn't see a proposed procedural schedule, though I I did see that Ruco filed a proposed schedule uh yesterday. Um So uh Even though Arizona Water filed the request for procedural orders, ordinarily I would start with Arizona Water. I would like to start with Ruco just because I have a few questions that might help streamline the discussion here.
Actually Your Honor May Your Honor, I'm sorry, this is M Megan Grable. May I be heard real quickly on that matter? on this on okay, thanks. So I just want to give you a little bit of background as to why we didn't propose a procedural schedule. And we did meet with the parties to discuss this yesterday. Um so as you know, Your Honor, the company was ordered to file this phase two application for the Northern Group. by February second, tw two thousand twenty second, and its last rate case order and of course we complied with that. And there's no time clock associated with how that application must be processed. But we are also in the process of preparing a rate case application for both the eastern and western groups, which we intend to file on March 27th of this year.
And of course, the general rate case. will have a time clock associated with it. And we also intend to propose formula rates for that case. And our expectation is that the formula rates that are adopted for the Eastern and Western group will both be identical to and ideally um implemented at the same time as the formula for the northern group. So that it's effective for all of our customers simultaneously. And so we think that to achieve that outcome it makes the most sense. to litigate the formula rate as part of the upcoming eastern and western group rate case.
How does Arizona Water propose to defer its procedural schedule and why?
And then to subsequently hold a short hearing on the issue in this northern group case, where essentially the witness group can just say, do what we just said in the Latterway case. And we anticipate that both hearings can be held probably in early January of next year. And then that hopefully the commission can vote on both meetings at the same open meeting so that all of our customers go on formula rates at the same time. And so I guess I give all of that as context for this proposal, which is that Um Arizona Water would like to defer setting a procedural schedule in the socket until it has a procedural schedule already set in its upcoming eastern and western group case. And we anticipate having that within the next sixty days.
And we think that will give parties the ability to leverage the work that they've done on the eastern and western group case, in the northern group case, and to streamline the proceedings.
