This is the Broward County Board of County Commissioners meeting of Tuesday, September 16th, 2025. And if you would please rise for the Pledge of Allegiance. And today I would like to ask Norm Foster if he would be willing to start us off on the Pledge of Allegiance. This is his uh he has guided us through uh the budgets for the last nine years. He will be retiring at the end of the month. And we just want to give us a give a big thank you to all you've done, Norm. Thank you. Yeah, yeah, yeah. Don't go. Got it.

Thank you, Norm. If you'd please remain standing, I'm sorry. Uh it's a custom it's customary that we observe a moment of zy of silence in honor of notable persons from our community uh who have recently passed. Colleagues, do you have anyone you'd like to recognize? Commissioner Davis. Commissioner McKenzie.

Yeah. Amen. Mr. Fisher. I'm gonna say the same, Commissioner McKenzie, as we just need to come together as a nation.
Senator Rich. Yes, I do today. Okay. Um I wanna remember David Shachter. Any of you don't know him, some of you do here. Um If you don't, I hope you'll know him a little better. When I get finished with this, he was a Holocaust survivor who passed away. Ласт Вік от the age of ninety six. When you know his history. In surviving Nazi Germany and the Holocaust, you realize the amaz amazing accomplishments. Of this incredible man. I had the privilege of knowing him for Approximately fifty years. He was born in nineteen twenty nine in Slovakia. In nineteen forty, his father was taken by the government and never seen again. He was taken on a train to Auschwitz. Where he was Сепайте from his mother and two sisters who did not survive.
He worked at Alschwitz with his brother for two years. In nineteen forty three, when he was thirteen He and his brother were transported to the Buchenwald concentration camp where his brother fell ill. And was killed by the Nazis. David escaped when a train He was being transported ordered on. was bombed by a US by the US Air Force. After recovery in a hospital he returned home. But he was met with anti Semitism and had to flee to Prague, where he ended up in an orphanage. He lost a hundred and five relatives in the Holocaust. He was able to obtain a coveted visa to America in nineteen fifty and ended up in Colorado. with the Handler family, founders of Mattel. He moved to San Francisco where he graduated from UCLA with a degree in electric in industrial engineering.
He and his wife moved to Miami to Miami Beach in nineteen fifty six. He became a local and a national hero and a champion for Holocaust Survivors. Truth and fairness from public officials. Інституш хрефусть to Holocaust survivors and their families. He had resilience, compassion, and An unshakable faith in the human spirit. He founded the Holocaust Survivors Foundation USA. And became It's president. In nineteen eighty nine he established the Holocaust Memorial on Miami Beach. With several other philanthropists. The memorial served as a beacon of of Holocaust education. With thousands of people. visiting it every year. But the most important thing David did for over fifty years was speaking to children.
He called them Kinder, which is Yiddish for children. He told them things he wanted. I w he wanted them to know who they are. He wanted them to know what happened to our people. And to become his mouthpiece. When I'm here no longer.
