Now we'll begin with introductions around the dais, uh starting with our city clerk to my right. Billy Tons, Deputy City Clerk. Andrea Leslie Feight, City Attorney. Good evening, Dimpalaj Mara at large. Good evening, I'm Victoria Watlington and I have the pleasure of serving you as a member at large. Good evening, Joy Mayo, representing District Three.

Good evening, Luana Mayfield, Councilmember at large.
Good evening, JD Masuera Arias, proudly representing the East Side, District Five.
Good evening, I'm Renee Johnson and I'm honored to represent District Four. Thank you. We begin our meeting with an invocation, expression, or inspiration, followed by the Pledge of Allegiance. The invocation is intended to solemnize our proceedings. We celebrate the religious diversity of our community, including those without a religious faith. Tonight, Councilmember Dr. Watlington will give our invocation. Thank you, Mr. Mayor. Uh for those of you that would like to please join us and bow our heads. Heavenly Father, we come before you tonight grateful for this city and for the trust placed in us to serve it well. Lord, give us wisdom beyond our own understanding as we deliberate tonight and as we hear from the community.
Give us humility to listen to each other and to the neighbors who aren't in this room but whose lives are shaped by what we decide here. Lord where there is disagreement among us, let it be rooted in respect. Where there is doubt, grant us clarity. Where there is division in our city, use us as instruments of healing rather than discord. Lord, we ask that you guide every vote cast tonight toward justice, toward mercy, and toward the well-being of every person who calls Charlotte home. We ask this in your name. Amen. Amen. Please stand and join us in the Pledge of Allegiance. Pledge allegiance to the flag of the United States of America. It's a republic for which it stands, one nation on a God.

Before we move to voting on consent items, I want to take a quick moment because we have a representative from Anson County who I think has a special message and recognition from some of our city staff. I'll now recognize Chairman Cottle of Anson County. Take your time, everybody.
Yeah. Right here would be great. We got another one right behind you. Yep, right behind you.
Uh This one's much better, it's a little bit uh taller. So good evening, council, good evening, mayor, staff, thank you for the opportunity to address you tonight. Um My name is Jamie Caudle. I'm the chairman of the Ansi County Board of Commissioners. Um I call it a neighboring county. We're just a few miles east of here, but uh again, I appreciate you letting me uh speak tonight. I just want to address a um situation that we had in ANSI County back on July the 7th, uh ANSI County experienced a countywide water system loss. So we had a complete depressurization of our water system across the entire county. 95% of our citizens were without drinkable water at that time. Um the next couple days after that line uh break, our focus was to restore water service for the basic principle of fire protection to all residents and businesses.
Once that was achieved, our focus then became on restoring quality drinking water to all the citizens of our district or our county. During that time it became apparent that our utility staff was going to need some help in getting that restored. So we began to reach out to our neighboring municipalities, neighboring counties, and the city of Charlotte being one of those. I'm here tonight to tell you thank you for the assistance that you provided to our county during that time. I want to thank the elected officials, I want to thank the city staff, and most importantly, I want to thank the men and women who had boots on the ground who helped us restore that service to all of our citizens in our county.
