What appointment request is being discussed for the Historic Preservation Board?
Meeting this September 19, 2023. I appreciate everyone being here today and I think Commissioner Sturman will be with us shortly. So why don't we begin with our communications of the City Commission. It seems to be a request from the Historic Preservation Board. Does anyone hear from the Historic Preservation Board? Can one of you come up to the podium and we can have our conversation?
Hi there. There we go. Good afternoon, Richard Rosa, Vice Chair of the Historical Preservation Board. Thank you, Richard, for being here today. Tell us a little bit about what you're looking for today. So in our last meeting, we wanted to make this communication, just verbalize our motion to put additional members on the board. We're currently sitting assembled as six, and we had a circumstance in which an applicant was unable to have their application reviewed because there was one recusal. So at this point, we'd like the commission to do everything in their power to appoint a
couple more people to the board. Okay, so I'm afraid to ask you this question. Sure. But Which member of this commission still has a vacancy to appoint somebody?
I
wish
I
could
answer
it. I don't know. So, Mayor, it has come to my attention that I am one of those delinquent parties. I did not realize that. But I have somebody in mind now who I will be meeting with, having lunch with next week that I intend to bring forward. So I will hopefully get somebody on for the next commission meeting to approve them.
Fantastic. Okay. There's one. There's two more, right? Yeah. Is it yours? Okay. So. So that's two.
I'll be working on it. I have had some challenges overall with appointing members to certain committees. Sure. We are addressing them, but doing our due diligence to get individuals who are available and will be committed. We're
available and suitable.
Yeah, available, suitable, and
committed. Right. Okay. We'll do our best. Thank you. But we appreciate all the work that you folks do. I know there's a lot of work that goes into each committee. Application that's submitted to you and and I know that it's oftentimes you have a lot of a lot of Let's just say pros and cons different Different things you have to try to weigh in order to come up with the right, you know solution we appreciate the amount of work you put into it, especially in our historic district and sailboat Bend and We know how difficult it is to make choices, and thank you for all the good work that you do bring to our commission.
We appreciate you saying that. Thank you for your time today. You're welcome.
Thank you.
Mayor, if I could just ask David, there's three openings, right? But is it three among two commissioners?
No, Commissioner Sturman also has one. Commissioner Sturman has one also? Yes. Commissioner Sturman,
you, Commissioner Herbst, and the Vice Mayor each have one person. you need to appoint to the Historic Preservation Board. If you could remember to try to do that.
No, we have already identified a couple candidates. Now, the date that you're deadline for me to make the next meetings when?
Next week and the next week.
Yeah, we have a few names that we've already recruited, so we should have somebody by then. Okay, great. Great.
Thanks again.
Okay, moving on to CF1, the audit of vehicle and cell phone allowances. Mr. City Manager. The City Auditor. Okay, City Auditor. Where is he? Oh, there he is.
Pat Riley, City Auditor. Good afternoon, Honorable Mayor, Vice Mayor, and Commissioners. Our office performed an audit of vehicle and cell phone allowance. Specifically, we examined the internal controls over the vehicle and cell phone allowances for compliance with policy and standards manual. This audit was a part of our annual audit plan for this year. objective of this audit was to determine whether duplicate fringe benefits were provided to City employees relating to vehicle or cell phones such that the City is providing a vehicle and or cell phone and also paying a cell phone and or vehicle allowance. The City Auditor's Office found that internal controls for the City's vehicle and cell phone allowance benefits payments need to be enhanced and monitored more closely.
