Good afternoon everybody and welcome to the City Commission conference meeting this uh twentieth day of February twenty twenty four. I'm sorry for the delay in the proceedings. We just had um some matters to deal with. Um Anyway, thank you. It's a beautiful day out there. Wish we could have it on the steps of this place as opposed to indoors, but So we have communications to the city commission and uh the first communication comes from the uh budget advisory board. And the communication sent to the Commission uh talks about um The commission cons asking the city to consider a special events ordinance that requires full recovery for for the costs that the city incurs for each of these special events. Now we did have a conversation about that once before.

I see it. Okay, thank you. Bill Brown, Vice Chair of the Uh Budget Advisory Board. Uh Commissioner or Mayor, uh you're correct. Uh There was a presentation last fall about special events and some of the cost and Fees collected. And we went back at the v budget advisory board and had asked the park and Rex come back To tell us what other cost the city was incurring that they weren't recovering or recouping. So it was a recommendation of the budget advisory board to go to full cost recovery for all events. Most events the promoter will p pay for uh police and fire reimbursement for EMS coverage and traffic and law enforcement. But there's other uh amenities that are not covered and we felt it was appropriate that the city get reimbursed at a hundred percent.
So that's our recommendation. And Laura's here if she would like to explain from finance a little bit more.
Well, in terms of uh police and fire protection, are we not reimbursed for that? I believe we are. Yes, that's correct. Okay. So what other cost reimbursement are you contemplating? So like
trash pickup and and Let's see Laura, you want to come up here? Explain some of the other cost that we're ask actually asking to uh to re for the city to recover.
Mayor Commissioners, Laura Reese, Director of Office of Management and Budget. In September, we came to the commission and presented at a conference meeting to discuss special events. So there were two components. One was costs that the city incurred to administer the process. There's an extensive special event process whereby individuals come and apply to the city, and there's a whole committee that reviews. use the application. Um And processes the application. So we um So
there's a processing fee, right?
Yeah, and so then the f we compared the process and those involved to the current fee that's charged and we're under recovery for that fee. So that's the recommendation that they were weighing in on, um the cost that it The cost that the city incurs to administer the process versus the fee that the applicant pays. Um separately they pay for the direct costs associated with trash, police, and all of the things you were talking about. This would just be the application process.
Oh well that's an easy fix, right? So do you want to come back to us with a recommendation? Um I mean does the budget advisory board want to come back to us with a recommendation as to I mean, I would imagine that each event I mean, you know, the Orchid Show is not gonna have the same application fee as Tortuga. So there would have to be a s some sort of scale that we would have to abide by in terms of you know the impact that each application would have on the city, right?
So um Carl Williams from Parks can talk a little bit more about the special event process, but when OMB um mapped out the process and looked at what the process is for a small, medium, and large event, which is um categories are already in the ordinance. So um the current the current ordinance um defines what small, medium, and large scale events are. And so we categorize them in that same way.
