SO WE HAD OUR WORKSHOP LAST TIME AND THANK YOU, BILL, FOR BEING HERE TODAY.
AND I BELIEVE WE GOT THROUGH ALL THE ISSUES SO I GUESS THE COMMISSION IS READY TO MOVE FORWARD AND THIS AFTERNOON AT 5 O'CLOCK WE'LL HAVE OUR FIRST BUDGET MEETING AND WE'LL BE STARTING TO VOTE ON ITEMS ON THE BUDGET. Anyone have any questions with regard to that?

All right. Good afternoon. My name is Teresa Santos, and I'm here with my husband, Peter Schulman. We're both retired pediatricians with really no experience in governance matters. The decision to come here today was not easy, but ultimately was based on my experience with the Process Improvement Committee in our medical practice. Several months ago, a permit request for two sliding gates in our residence was denied. Mr. Burt Ford explained to me that the only process available to get a deviation from the unified land development regulations was to make an application to the Board of Adjustments. I REVIEWED THE PROCESS AND REALIZED THE COMPLEXITY, TIME, AND COST INVOLVED. GOING THROUGH THE ENTIRE PROCESS COULD EASILY ADD TO SOMEWHERE BETWEEN $2,000 AND $4,000, AND THE PROJECT HAD NO GUARANTEE OF SUCCESS.
SOMEHOW, THIS JUST DIDN'T SEEM FAIR TO HOMEOWNERS. WITH THE CITY OF FORT LAUDERDALE MANAGING VARIANCE REQUESTS FROM WELL CONNECTED, AND WELL-FINANCED DEVELOPERS BUILDING MAJOR PROJECTS IN THE SAME WAY AS FOR HOMEOWNERS REQUESTING REASONABLE DEVIATIONS FROM THE LITTLE TERMS OF THE ULDR. SO THERE BEGAN THE PROCESS IMPROVEMENT SEARCH. QUESTION ONE, I ASK, ARE THERE ANY COMMUNITIES THAT HAVE SUCCESSFULLY ESTABLISHED A PROCESS WHICH PERMITS MINOR CHANGES OF CODE REQUIREMENTS? The answer is that many other cities have, in fact, established an administrative variance process for special circumstances where the strict application of the ordinance would result in unnecessary or undue hardship. This administrative process does not require a change in the zoning law.
Instead, it provides a specific waiver of requirements of the zoning ordinance. So question number two, understanding that there is precedent for an administrative variance process, the next question was whether this process had been previously considered by the City of Fort Lauderdale.
