City Commission meeting this February 20th, 2024. Got some exciting things happening and for those of you who are here for the first time, welcome to the City Commission meeting. And I would like to thank you all for your patience in our delay of the meeting tonight. Before we begin, I just wanted to say that we start our meetings with the Pledge of Allegiance, and then we move on to take on some business matters. And then we actually have some presentations, which usually are a matter of recognizing people, individual groups, events. And tonight we have two such presentations. We're very proud to be able to welcome you all here tonight. So why don't we start with the Pledge of Allegiance. And joining me in that pledge is Legacy Jenkins from the William Dandy Middle School.

So at this time, we ask you all to join us in a moment of silence. And in your moment of silence, I'd like you all to include in your prayers Sandra Post, who passed away recently. an important member of our community. Many of you may have heard of the restaurant Big Louie's. She was the founder of that restaurant chain, as well as other businesses that were part of Fort Lauderdale. In addition, I also want to ask you to recognize Edward Murphy and Frederick Hoffman. These are two pilots that passed away who worked out of our executive airport here in Fort Lauderdale. Very, very sad accident that they suffered, and we really – our hearts go out to the families. So please share in this moment of silence.

Here. We have full attendance. We have a couple of agenda announcements. We have two walk-ons. These are... These were just given to me, so they're probably just given to you. They relate to spring break events. The first walk-on ordinance is amending section 26-91A, the schedule of fines to create a high-impact event on beach property parking violation, and then an ordinance amending section 8-55.5 to implement additional mitigation measures related to high-impact events on the beach property. These will be taken up at the end of the meeting, and if we need a break to review them beforehand, I'd be very happy to accommodate you. In the meantime, other than adding those to the agenda, do you have any comments regarding the minutes or the rest of the agenda?
I do, Mayor. Please. Thank you. So with regards to the minutes of January 9th, 2024, the first item is M7, which is the bottom of page eight. It's very confusing. If you read the item, the motion was just for discussion and whether to set a de novo hearing. So if you were in favor of that, you would be in favor of setting the meeting. But if you look at all of the comments from the community, it's almost like it's reverse. Everyone that was in favor of setting a de novo hearing is listed as in opposition to the agenda item. And the people that were against having a de novo hearing were listed as in favor. So it's just confusing if you read this agenda item minutes.
So we need to correct that, which we'll do
that. Okay. And my next item is on page 12. Hold on one second. Okay. I'm okay with that. On page 15, this was the agenda item for R2. This was the City Manager Annual Performance Review. I do not remember any speakers speaking against the city manager's performance review raise, and two people are listed as speaking in opposition, Donna Guthrie and Bevan Pettit. I do not think that's correct. Just the opposite,
