Welcome to the special meeting of the City Commission. This is regarding the charter officer evaluation process. There came a point in our previous meetings that we really didn't have a format or an outline in which to evaluate our charter officers and I think the conversation was triggered when we were asked to evaluate the city manager. So now we have an opportunity here using the ICMA template to make a decision as to whether or not we want to use this going forward. And Greg, did you want to start out with any kind of comments before we open it up to the commission?
Sure. So we took back the guidelines that were provided to us by the commission. And Jerome Post, HR Director for the city, provided or facilitated a session with all charter officers. We chimed in on a process together and Jerome is ready to speak on what that process will look like. We'd love to get your feedback and if this is the process that the commission would like for us to follow, we'd be glad to follow that. Okay, Jerome.
Yes, good afternoon, mayor, vice mayor, commissioners. As the city manager said, we had a meeting with the charter officers. We put together the proposed process as it has been described in the agenda memo. And there are several points to it. One of the goals that we had for this was, of course, to establish a structured process, which we put together and then provide a standard format, which really has yet to be determined. What is provided in your agenda packet is an example that I think you've seen before from the ICMA, and that's particular to the city manager's position. We have asked the other charter officers to provide a tailored format, pretty much the same as city managers, but tailored to their specific office that they can provide for you as well for your review.
And then those items on those forms can serve also not just for the eventual evaluation piece, but also for the goals and objectives for the coming year. So we can get those submitted to you, preferably within the next 30 days. We do have several of the officers already submitted their format. So as soon as I have them all together, I can forward them to you for your review. and then we can move forward with the coming year and the eventual evaluations. We do want to get your input on this. The charter officers and I came up with this process, but if there are edits or changes or if you would like to see a different process altogether, let me know.
Okay, so before we get to that, let me just ask you a question.
How is the ICMA template being used to create a standardized evaluation format?
So once we come up with a format, then each commissioner would be tasked with meeting with each charter officer as their review comes up, and then they would fill this out, and it would be submitted to you? Is that how we're sort of
looking at it? Well, let me clarify. The process does not require the commissioners to complete the form. They may opt to not use one at all. because there are some that would prefer not to, and we didn't want to tie anybody's hands to that effect. But you are correct in that within 60 days prior to the upcoming anniversary date, the commissioners would be notified and you would be given the opportunity to meet individually with the charter officer to review their performance, either using the standard form provided or not at all.

do. Okay. Because I believe that one, transparency, and then also for it to be uniformed across the board when we make our evaluations with our charter officers. So it would be, in a sense, a consistent method of what we're using.
