What opening procedures and quorum confirmation are covered at the beginning of the hearing?

Unknown 0:01
Welcome, everybody, to the August 12th hearing for the Board of Equalization. The first order of business is the termination of quorum. Madam Secretary, do we have a quorum?
Julie Rivard 0:19
Yes, we have five people.
Unknown 0:21
Awesome. Let the record show that we have Mr. Keisters, Ms. Goodrum, Mr. Saltzman, Dr. Saltzman, Mr. Tandale, and Mr. Kearse. Awesome. We usually start our meetings, our hearings, with the Pledge of Allegiance, so you all rise. I
Lindsay Schmidt 0:47
pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Unknown 0:59
Thank you. Next order of business is Board of Equalization meetings are open meetings, and as such, the public can address the board if they choose to. Is there anybody from the public here who wishes to address the board not for a hearing-related matter? I see nobody. So we will go ahead and move on to our hearings. So we'll go ahead and call the first hearing. which is, I mean, the first appeal, which is appeal number 6980, Redwood, ERC, Ashburn, LLC. Property address is 44755 Audubon Square, Ashburn, Virginia, or otherwise known as Ashby Ponds. So I'll go ahead and just give you a brief, I mean, I think you've been here before, but just a brief overview is... We'll allow the appellant to present their case.
Unknown 2:01
Then we'll allow the court to present their case. And then at that point, the appellant will have an opportunity to respond to what the court might say, and the court then will have an opportunity to respond to what the appellant might say. Throughout the case, board members are able to speak. The appellant and the court should address the board. not each other. And also, I'm running the meeting, the hearing as a chair, so I will acknowledge folks to speak. I will be sort of paying attention to make sure we're following schedule and keeping conversations good. But I'll also be looking around to everybody, both Appellant's Corps and the board. So if anybody wants to say something, when I look, you just give me a hand signal or something and I'll acknowledge that.
Unknown 2:55
And then that way you know that I'm going to come back to you. The last thing I will say for the appellant is all these appeals, the presumption is that the court has followed standard appraisal procedures. And that they have not made any errors and that they've applied the standard procedures uniformly and equitably. So it's up to the appellant to show that they have not, that the court is not in specific facts about that. And then that's what the board will respond to. The board doesn't replace its own judgment with the judgment of the court as far as appraisals or assessments. It's really just a neutral party. So that said, any questions before we go ahead and start? All right. I mean, you guys heard the spiel, but... Okay.
Unknown 3:48
All right. Here we go. Okay. So before we
Lindsay Schmidt 3:54
start, I
Unknown 3:54
will swear all parties in here are going to testify. So what I would ask you to do is... Okay. Let me get the names here. All right. Um... If you could each state your first and last name, and if it's not something very obvious, if you can spell it for us too. So the proceedings are recorded audio, no camera, but so just if you state your name for the record.
Alden Dyson 4:26
My name is Suzanne Ross, R-O-S-S. Alvin Dyson, A-L-D-E-N-C-Y-S-O-N.
Unknown 4:36
I'm sorry, can you say that again?
Alden Dyson 4:38
Alden, A-L-D-E-N, Dyson, D-Y-S-O-N.
Unknown 4:42
All right, thank
Alden Dyson 4:43
you. It's like the vacuum. Yes.
Unknown 4:45
All right. So Ms. Ross and Mr. Dyson, if you would raise your hands. Do you swear that the evidence you shall give in this matter shall be the truth, the whole truth, and nothing but the truth? So help you God. I do. All right. Let the record show that both Ms. Ross and Mr. Dyson have been sworn in. And then now for the Corps, if each of you can say your first and last name and spell it, except for Lindsay because it's written down here. But if you can say your first and last name and then we'll proceed.
