All right. So the Loudoun County Board of Zoning Appeals is now in session. Before we begin, I would ask everyone present to please turn off your cell phones or anything else that's gonna make noise. This board is composed of five members and two alternates and today we have present Mr. Kramer, Mr. Walker, Mr. Canonico, Mr. Clark and Mrs. Forbes. We are a quasi-judicial body. We meet on the fourth Thursday of each month after each appeal has been duly advertised in a local publication for two consecutive weeks after each property has been duly posted and after all adjacent owners have been notified by certified mail.

I will be speaking, Paula Wackrow. Paul, please proceed. You have 10 minutes. Good evening, Madam Chair, members of the board. My name is Paul Wackrow. I'm a planner with Zoning Administration in the Department of Planning and Zoning. This evening, I am presenting LEGI 2025-0055 and ZMOD 2025-0004, an amendment to the sign development plan for Aventon-Moore Field Station. And as of this meeting, no public comment has been received related to this application. The subject property is in the Broad Run Election District within the Moorefield Station development, which totals approximately 580 acres. The subject property, highlighted here in yellow, is approximately 3.8 acres within the transit-related center zoning district and is located at the southeast corner of Claude Moore Drive and Charitable Street.

The Associated Silver Line Station is located just off the vicinity map to the northeast over here, and the Aventon-Moorfield development on site on the parcel is a six-story, 425-unit multi-family apartment building. In April of 2025, a sign development plan was approved for 19 signs throughout the site and that plan is shown here. Since that time, permits have been issued for the signs and the signs have been installed. The proposal before you does not seek to modify the number, type, size, or design of the approved signage. This request relates to a condition of approval included in the original Sign Development Plan, which limits the use of illuminated signage to the establishment's hours of operations or 9pm, whichever is earlier and this applies to all illuminated signs.

The proposal before you would modify this condition to permit illumination consistent with the hours that areas associated with certain signage is used in order to assist with visibility, wayfinding, traffic safety and directional guidance. So looking at the sign development plan matrix approved last year, 19 different signs were approved and seven of those included illumination as part of the sign design. This proposal would affect those seven signs by changing the hours in which the signage could be illuminated. So looking specifically at impacted signage. The proposed changes include allowing the approved monument sign seen here to be illuminated 24 hours a day for property identification purposes.
