you guys ready? All right. The Loudoun County Board of Zoning Appeals is now in session. Before we begin, I'm going to ask everyone to check their cell phones to make sure that they're off. Tonight we have Mr. Canonico, Mr. Walker, Mr. Gray, and I am Mrs. Forbes. We are a quasi-judicial body and an arm of the court. We meet on the fourth Thursday of each month after each appeal has been duly advertised in a local publication for two consecutive weeks. after each property has been duly posted, and after all, adjacent landowners have been notified by certified mail.
It takes three affirmative votes from this board for a matter to pass. If you wish to speak, please approach Stephanie Capp, she's seated over there, hand in the air, and sign a pink, slip so that I will know to call you. For each appeal we will hear from staff first and then the applicant or their attorney, each of whom will have ten minutes. Other speakers will have three minutes. Thank you. All right. Are there any preliminary matters that we need to take up tonight? No, ma'am. No? All right. So the first public hearing item is LEGI-2025-0056, Ashburn Training Facility Sign Development Plan. We will hear from staff. Mr. Fish, are you leading on that?

Thank you. Good evening, members of the Board of Zoning Appeals. My name is Brian Fish. I'm a planner with the Loudoun County Zoning Administration. This evening I am presenting LEGI 2025-56, Zoning Modification 2025-5, a proposed signed development plan for the Ashburn Training Facility of the Washington Commanders Professional Football Franchise. The applicant is Scoreboard Land Co. Borrower, LLC. The subject property is located at 21294 Coach Gibbs Drive in Ashburn in the Sterling Election District in the southeast corner of the intersection of Gloucester Parkway and Loudoun County Parkway. The subject property is 44.4 acres in size and is zoned IP, Industrial Park, under the Loudoun County Zoning Ordinance.
The applicant has submitted a sign development plan requesting a modification of table 805-1 of the zoning ordinance in order to increase the maximum number of signs per building from four to five and to increase the maximum individual sign area from 100 square feet to 7,450 square feet. The property is improved with two structures, one that is referred to as the sports facility and the other as the sports dome. The existing signage on the property consists of one ground sign and five wall signs on the sports facility building. The sports dome does not have any existing signage. County staff have been unable to locate any approved sign plan or approved permits for any of the existing signs on the property.
So this application is being reviewed as if it were a completely new plan. In other words, as if any of the existing signs were not there since any of the existing signs apparently were not reviewed by the county or issued the required permits at the time they were installed. The applicant will be required to obtain zoning permits for all the signs included in this sign development plan if it is approved. This is an aerial photo of the subject property just to give you an idea of how unique that sports dome structure is. You can also see the sports facility building to the right of the dome structure. And as is mentioned in the staff report, the sports dome structure is an attention-getting structure and a landmark with or without signage.
