A FISCAL QUORUM OF THE BOARD IS PRESENT AND THE BOARD HAS MADE ARRANGEMENTS FOR THE VOICE OF SUPERVISOR KERSHNER TO BE HEARD BY ALL PERSONS IN THE BOARD ROOM.
