Thank you all very much. I want to run through kind of an overview of the agenda tonight. And mentally, I've been through a couple of iterations here, so I want to make sure I get it right as much for my sake as for yours. We will start off by going directly into a committee of the whole, and we will discuss past motions, not Chapter 10, 11, and the appendix, but previous motions that have been carried forward to this door. uh... and then when that discussion is finished and you'll notice one minute on the clock but does not mean the world will come to screeching call at one minute it means I wanted to roll to zero because we all have Pavlovian responses as board members, and when we see zero on the clock, we stop talking.
And I like that subliminal psychological nudge to you don't have to talk for three minutes. So we'll keep one minute on the clock, but please try and keep your comments as short as possible so we can get through this in an expeditious way. So we go into the Committee of the Whole. We'll talk about... the carryover motions. As we get into the motions, just a little bit of a twist from prior sessions to see if we can't tighten it up just a bit. If there is a motion we want to talk about, we'll make the motion. There are five things that we can do as board members with those motions. In fact, Julie, can you hear me okay? problem. There are five things we can do once there's a motion. You can vote yes, you can vote no. There's actually six if you include abstain, but we're not going to do that. You can vote yes, you can vote no. We can withdraw the motion if you choose to do that. You can, if you're the originator, you can vote to table to a future ZOR session, or you can vote to table to the CPAM-ZOAM rural discussion. Okay? If you think you are going to want to table to a future ZOR session or table to a future CPAN ZOAM discussion, please hold that motion until we've made the motion and we've had an opportunity to discuss the motion. Because if you make the motion to table right up front, it cuts off all debate. And if it passes, that's the end of that discussion.
And there are some issues in these motions that I want to have discussed by the board. So if you're thinking about tabling, that's fine. As we get into discussion, I'll say there are any more Are there any more questions or discussion items when there are none if I can remember to do it? I will say are there any motions to table and then that's appropriate to bring up a table motion if you want to do that So again, you can table the futures or session or you can table to the CPM zone and rural discussion sometime in 2024 We will go through the prior motions we'll finish that come out of the committee of the whole and And then we will begin the presentations by staff on Chapter 10, Chapter 11, and Appendix C. They will make each presentation and then we will ask questions of staff after those presentations.
And then once we are finished with the staff presentations, we'll invite the stakeholder input. And then once we are finished with stakeholder input, we will reenter a committee of the whole, and we will discuss tonight's motions on Chapter 10, 11, and Appendix C, and then hopefully wrap up. And as we did before, I've kind of gone through and identified motions that I think are pretty easy and motions that are going to require some discussion. So with that, I move that the board enter into a committee to hold. Do I have a second? Second. Second by Supervisor Kirshner. Any discussion? All those in favor say aye. Aye. Any opposed?
