What is the purpose of the FY 26 Budget Work Session?
Show me on please. Thank you. Well, good evening, supervisors, good evening staff, and good evening, Loudoun. I'd like to call to order the March thirteenth, two thousand twenty-five, Loudoun County Board of Supervisors Budget Work Session. Board members, for this last work session, I l I wanna stress the um importance of um this being the time for us to offer changes, additions, and deletions to the budget. Um board members should try to offer all desired amendments and ask questions. You have during the work sessions. Please only offer motions that you intend to support so that we can be efficient with our limited time during each session. In addition, if you'd like to offer motions on items that do not appear in your proposed budget, please work with staff prior to the work session to assure your motion is accurate and accomplishes your attended result.
When we get our final vote on April 1st, top will not have time or be able to make large-scale changes to the budget during the meeting and the vote on the budget could be delayed if there are substance changes that were not discussed in Board of Bond during the work session. Supervisors, there are a lot of motions on this day is and and maybe a couple of discussions. We could be here for a long time. I am going to beg you This is me begging. Пліз, пліз, алесю фінкю абсолютлиха. You know. Thank you. Can everyone please join me for the Pledge of Allegiance?
To the
flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, liberty and justice for all.
Is Miss Brixman on the line? Is she has she joined us virtually? I'm here, Madam Chair. Can you hear me? I can hear you. I can.
And the board supervisors rules of order. Supervisor Brixman requested to participate in this meeting by electronic communication. A physical quorum of the board supervisors is present in the boardroom and the board is asked to make arrangements for the voice of Supervisor Brixman to be heard by all persons in the boardroom. She has made this request within the required time frame and the accounting. attorney d d determined that her request meets the qualifications to participate remotely. The board will record in his minutes that Supervisor Bricksman participated remotely from her home in Sterling due to personal reasons. Um supervisor Bricksman before I go to Ms. Burke on so we can do the um the tote tote board update, it's my understanding that you'll be with us only for about an hour, correct?
Yeah. Thank you for accommodating me this evening.
I'm sorry.
I said yes ma'am and thank you for accommodating me.
Yeah, so and that's my question. I I I we did talk today, but between today and now, I think three or four more motions have hit this dais. I I do wanna know what it what it was you wanted to take part what discussion you want to take part uh in so I can make sure that happened before you left. After making after Miss Burke gives the tote board update, w it is the it is L C P S. Um, is that what you wanted to do or something else or wh wh what was your burning intent?
Um I would just be interested well, I don't know any other motions that have come through since Supervisor Glass's motion and Supervisor Kirshner's motion.
Okay. Yeah, I mean I don't I I think Supervisor uh Kirshner and Supervisor Tacroni's motions will take a while. I might put us in the committee as a whole so we can just talk these motions through be and then figure out how to do that. So that's gonna take a while. Um so I I I it was my understanding earlier that you did want to see the L CPS discussion, correct? Uh yes. That's fine. Okay. All right. Miss Burke, would you like to give us any updates on the tote board or anything else?
Just to summarize that the action, the straw votes the board has taken throughout the work sessions have resulted in $9.1 million of changes from the county administrator's proposed budget. Should you choose to take all of those reductions through the real property tax rate, it would sit at 80 cents, which is a cent and a half below the homeowner's equalized rate at that real property tax rate rate.
