Well, good evening, staff. Good evening, supervisors. Good evening, Loudoun. I'd like to call to order the October 11, 2023 Loudoun County Board Supervisors Public Hearing. This room has a hearing loop. If you need a hearing assistance, switch your hearing aid to the telecoil mode. If you need a headset, we have those available as well. Please see the clerk to request one. Would everyone please join me in the Pledge of Allegiance.

Okay, as a reminder, members of the public, addressing the board this evening, you may only sign up to speak on the matters that have been advertised for the public hearing. Due to the broadcast delay, any member of the public who are not in the boardroom wishing to address the board on items one, two, three, four, and five, which are on the consolidated hearing agenda, please call the number that's scrolling across your screen at this time. All members of the public who have signed up to speak will be allotted two and a half minutes. If you're in the boardroom, we ask when your name is called, please come to the podium and state your name for the record. The timer on the podium will indicate your remaining time.
When your time has expired, please yield the floor to the next speaker. If you're providing your comments via phone, I'm going to ask that you use your own stopwatch or cell phone to do that so you can track your time. I would track your time in the room, but since you can't see our clock, if I stop you, it could interrupt your flow, and I don't like to do that. So track your time, and then when you get to the end of your two and a half minutes, I will stop you then. When taking public input... For items, I will first ask if there's anyone in the room wishing to speak. Then I will go to the moderator, Lisa Kennis, and ask if there's any speakers via online. And please note that there's a slight delay between the broadcast and the boardroom.

Wonderful. Lisa, I don't think there is anyone who has signed up to speak virtually at all. In fact, I don't think there's anyone who signed up to speak at all. Do you have anybody that I don't have? That's
correct. I have no one at this time. You want to go home? NO, I'D LIKE TO STAY, THANK YOU.
GOOD ANSWER. PURSUANT TO VIRGINIA CODE SECTION 2.2-3708.2 AND THE BOARD OF SUPERVISORS RULES OF ORDER, SUPERVISOR JOLLY BRICKSMAN REQUESTED TO PARTICIPATE IN THIS MEETING BY ELECTRONIC COMMUNICATION. A physical quorum of the Board of Supervisors is present in the boardroom, and the board has made arrangements to hear the voice of Supervisor Bricksman to be heard by all persons in the boardroom. Supervisor Bricksman made this request within the required timeframe, and the accounting attorney determined that Supervisor Bricksman's request meets the qualifications to participate remotely. The board will record in this minute Supervisor Bricksman participated remotely from a secure location in her home due to medical reasons.
Mr. Letourneau is on his way. He will be here soon, and Mr. Buffington will not be joining us this evening. Okay, so the first thing we're going to do is adopt the consolidated agenda. The board will hear the following items of the consolidated hearing. As a reminder, these items are being consolidated because there are no outstanding issues. The staff has recommended approval. The applicant has waived the presentation time and no public speakers registered in advance to speak in the boardroom. Item one, proposed amendments to the codified ordinance of Loudoun County, chapter 860-06, exemption of farm animals, certain grains, agricultural products, farm machinery, farm implements, and equipment. I will go to Mr. Kirshner for that motion when it's time.
