I call to order the May 15th, 2024 Loudoun County Board of Supervisors public hearing. This room is equipped with a hearing loop. As a reminder to all members of the public addressing the board this evening, excuse me, you may only sign up to speak on matters that have been advertised for this public hearing. Excuse me. Due to the broadcast delay, any members of the public who are not in the boardroom wishing to address the board on items number one and number two, which are on the consolidated hearing agenda, please call the number scrolling across your screen at this time.
All members of the public who have signed up to speak will be allotted two and a half minutes. If you are in the boardroom, we ask that when your name is called, please come to the podium, state your name for the record. And you can come to either podium, either on your left or on your right. The timer on the podium will indicate your remaining time. When your time has expired, please yield the floor to the next speaker. If you are providing your comments by phone, I ask that you use a stopwatch to track your time. I will monitor your time in the boardroom as well and notify you when your time has expired. When taking public input for items, I will first ask if there is anyone in the boardroom wishing to speak and then I will go to the moderator, Mr. Torres.

Pursuant to Virginia Code section 2.2-3708.3 and the board's rules of order, Ashburn Supervisor Mike Turner has requested to participate in this meeting by electronic communication. A physical quorum of the board of supervisors is present in the boardroom, and the board has made arrangements for the voice of Supervisor Turner to be heard by all persons in the boardroom. Supervisor Turner made this request within the required time frame. And the county attorney determined that Supervisor Turner's request meets the qualifications to participate remotely. The board will record in its minutes that Supervisor Turner participated remotely from a private location in Denver, Colorado, due to personal reasons.

Thank you. Well, Chair Randall's my friend, and I want to be respectful of her ability to comment and vote on this application. I must also weigh the respect I have for my constituents. This application is appearing at its third public hearing, and the July meeting would be a fourth appearance. I do not see the outcome changing between now and July, as the applicant and I have had several conversations about the project that could not progress beyond what is proposed now.
