Well, good evening, Supervisors, good evening, staff, and good evening, Loudoun. I'd like to call to order the July 9th, 2025 Loudoun County Board of Supervisors public hearing. This room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the teleco mode If you need a headset, we have those available as well. Please see the clerk to my left to request one. Before I do the Pledge of Allegiance and go on, I'm going to ask my colleagues for a moment of personal privilege. On July 4th, just a couple of days ago, in Central Texas, there was a flash flood, and we all know that. We learned today that, as of today, 119 people have died, and there is up to 170 more people who are still missing, many who are presumed dead.

And so we could have lost, and likely lost, almost 200 Americans on the Fourth of July of this year. a tragedy beyond measure. Many were children at a camp. There were older people. There were grandfathers and grandmothers. There were people who sacrificed their lives for their own families. When something like this happens, floodwaters do not care who you are. It doesn't care your political party. It doesn't care your age. It doesn't care your income. It just doesn't care. It's undescribable. So anyway, if we could all have a moment of silence, I would appreciate that.

If you wish to speak, you'll be allowed at two and a half minutes. If you're in the boardroom, we ask that when your name is called, please come to the podium closest to you and state your name. For the record, you may also state the district that you live in if you'd like. The timer on the podium will indicate your remaining time. When your time has expired, please yield the floor to the next speaker. If you're providing your comments via phone, I would ask that you use your own stopwatch because you cannot see our clock and I don't want to stop you in like two minutes because then it breaks your concentration, but I will stop you when your time is up.

Wonderful, thank you. Supervisors, just to get yourselves ready, we have consolidated hearing items from Sterling, Dallas, Catoctin, Sterling, Leesburg, and Sterling again. And then the last one, number 10, is a countywide item, so I will make that last motion. So grab your motion sheets because I'll be calling on you for those in just a minute. I do wanna say that item number five, which is LEGI 2023-0060, Luckstone-Cochrane-Mill, ZMAP 2023-0001, and ZMOT 2023-0001, which is the Leesburg District, the applicant has requested to defer this item. until the September 10th, 2025. So the next public hearing, I'm going to grant that deferral for one time. Due to this not being advertised as deferred, if there is anybody in the room who would like to speak on that item, we would take public comment on that
