I would like to call to order the March 5th, 2025 Loudoun County Board of Supervisors Finance Government Operations and Economic Development Committee Capital Improvement Program Work Session. updates? Good evening, Chair Briskman and members of the committee. Last evening, you received your CIP work session packet, which contained responses to all CIP questions that were received in writing through February 24th. And there are no additional questions that have been submitted. During the February 18th CIP work session, the committee directed staff to prepare a scenario that would fund a study of Fleetwood Road to determine the necessary improvements. and fund that using the capital project management account. The item included information about the proposed study, including an estimate of $250,000 and an assumed duration of 12 months to complete that study. There is sufficient funding in the capital project management account for this, and it is appropriate to use that fund.
So there is a motion included in the packet to direct staff to execute that budget adjustment. Also in your packet, there is information related to the use of available proffer funding to accelerate a pedestrian crossing of Beaver Dam Run as part of the linear parks and trails project. During the finance committee's discussion of the FY24 uses of fund balance, the discussion was had about available proffers from the Ashburn Station Regency proffer for this bridge, and so staff did work with the Department of Planning and Zoning to get a determination of if those proffers would be appropriate for this purpose. DPZ has determined that it is. So there is a motion in your packet to direct staff to execute a budget adjustment for that purpose of constructing the pedestrian bridge as part of linear parks and trails.
And finally, in terms of next steps for the CIP, upon completion of your deliberations tonight, there is a motion that would send the CIP proposal as well as other capital funds to the Board of Supervisors March 10th budget work session. And those are my comments for this evening. Thank

Supervisor Glass has brought forth a motion that relates only to future years, and I agreed to make that motion for her.
Actually, I think I can make them together. I move that the Finance Government Operations and Economic Development Committee recommend that the Board of Supervisors direct staff to add a project titled Smith Switch Road and W&OD Trail Grade Separated Crossing to the projects identified for the future development section of the fiscal year 2025, fiscal year 2030 amended capital improvement program. I further move that the Finance Government Operations and Economic Development Committee recommend that the Board of Supervisors direct staff to remove I know, but I'm doing them together. Remove the project titled Russell Branch Parkway Corridor Improvements from the projects identified for the Future Development Section of the Fiscal Year 2025, Fiscal Year 2030 Amended Capital Improvement Program.
