So this is my first TLUC meeting and I'm really humbled and honored to be the Transportation and Land Use Chair and I thank my colleagues and the public for giving me an opportunity to serve Loudoun County in this way. And I wanna thank Vice Chair Turner for organizing the Rural CPAM and ZOAM meetings with stakeholders and he did this based off his experience with the ZOR process. I've gotten lots of positive feedback from residents and stakeholders about the process so far and I want to thank you, Vice Chair Turner, for you having the vision and the expertise to make this happen. I think it's really been a success so far and I look forward to the meeting tonight. In the future, I do plan to add 20 minutes of public input time to the TLUC.
We do this for the Joint Board of Supervisors and School Board Committee, and I think it gives residents another opportunity to speak about issues and applications that are important to them. So look for that in the future. Tonight we have a full agenda, but look for that in the future. So the proposed consent agenda is as followed. Item three, Transit Advisory Board 2024 Annual Report. Item four, 2024 Agricultural and Forestal District Program Annual Report. Item five, 2024 Heritage Commission Annual Report. And item six, 2024 Historic District View Committee Annual Report. So is there a motion to move adoption of the consent agenda? So moved.

So our first item is the Federal Aviation Administration Community Process to mitigate aircraft noise within the area of the Airport Impact Overlay District. And we have Mr. Peters and Mr. Galindo to present some slides. Well, you have no slides tonight, you're just giving an update, right?

So good evening. And I am Josh Peters with Department of Planning and Zoning. And this is an informational item, as you mentioned, to update on efforts by staff to open a dialogue with the Federal Aviation Administration to address community noise concerns in the vicinity of Dulles Airport. This effort began in 2023 as a follow-on effort to the county's adoption of new noise contours, which provide the basis for our airport impact overlay district. The most recent staff presentations on this item to this committee and the board were in September and October, respectively. At those meetings, the board clarified its direction to staff regarding the project team composition. Following those meetings, so the work that's happened since that time, in December, the contractor team did work with the county attorney's office to develop a confidentiality clause that is consistent with
the confidentiality agreements and our work agreement with the prime contractor. So that was the work that happened through November and then in December the county issued a new purchase order so that we as the staff project team could begin meeting with the contractor again. And then we have been working on the staff side. Staff's been meeting with the contractor team through December and January to pull together what will be a community-wide kickoff meeting. And this is a kickoff meeting. I know this committee is familiar with the concept. We were intending to have this kickoff meeting in February.
