Item number four, proposed on street parking restrictions on Pleasant Valley Road and Wade Drive in the District of Dulles. Is there a motion to move? Is there a second? Second, ma'am chair. All right, the consent agenda agenda was moved by s uh Vice Chair Turner and seconded by Chair Randall. Is there any discussion on the consent agenda? I see none. All those in favor? Okay, we're now gonna move on to our information items. The first item is the unmet housing needs strategic plan, first quarter and second quarter FY 2025 update.
So we have um Mr. Govan and Miss Hillok. And some others. Thank you.
Good evening Chair Tacroni and committee members. Yeah. To my left I have uh the assistant director uh for the department. Uh to my right I have Ms. Brandy Collins, uh the housing policy administrator. And then uh further down I have Miss Uh Christine Hillick.

We have a briefing honestly for you, so I will go ahead and ask uh Miss Hillick to start the briefing and afterwards uh we would answer any questions you may have.

Thank you, Mr. Govin. Good evening, Chair Tacroni and members of the committee. Um as Mr. Govern said, I'm Christine Hillack, Housing Initiatives Project Manager with the Department of Housing and Community Development. I am pleased to present tonight a report on implementation of Loudoun County's Unmet Housing Needs Strategic Plan for the first and second quarters of fiscal year twenty twenty-five. Uh this report covers the period from July first through December thirty-first, twenty twenty four. Tonight's report has four main sections. The first is a summary of recent plan related significant actions. Uh we also have a summary of attainable housing results. Information about the attainable housing pipeline, and information about a planned evaluation of the unmet housing needs strategic plan.
There were many significant plan related board actions during this reporting period. For the sake of time, I'm not going to provide detailed information about each of these, and instead we'll highlight just a few. First on September fourth, twenty twenty-four, the board approved amendments to the county's down payment and closing cost assistance program or DPCC.
What are the key updates from the Unmet Housing Needs Strategic Plan for FY 2025?
And the public employee home ownership grant program or PEG. Which are available to households with incomes up to seventy percent of area median income. Changes to the DPCC program include an increase in the amount of assistance from $25,000 to $75,000 or up to 10% of sales price, whichever is less, and a change in the structure of the assistance from a 30-year interest-bearing loan to a 15-year interest-free forgivable loan. And changes to the Peg program include an increase to the maximum grant amount from ten thousand dollars to twenty five thousand dollars or up to ten percent of sales price, whichever is less. The board also established a new DPCC plus program, which is available to households with incomes up to one hundred percent of area median income.
Next on september eleventh, twenty twenty-four, the board approved amendments to Chapter fourteen fifty of the codified ordinances of Loudoun County and amendments to the housing trust.
