I pledge allegiance to the flag of the United States of America and to the republic and indivisible, with liberty and justice for all. Welcome. Thank you, everybody, for coming out today. We are actually going to begin today with our community presentations. And today we have on Agenda Item 3, the community presentation. Mr. Lurch from VACO, Director of Public Policy, I believe, is here. I will come down and join you at the podium. To present achievement awards, you are the Director of Local Government for VACO, I believe, right? Policy. Policy, okay. To present achievement awards to representatives from the County Sheriff's Office, who I can see, as well as our Department of Social Services.

Well, thank you, Chair Wheeler. Once again, Chair Wheeler, members of the board, and the public, I'm Joe Lurch, Director of Local Government Policy with Virginia Association of Counties. It's my distinct privilege to be here today to present these two awards just for the benefit of some of your citizens that might not know about VACO. We've been around since 1934, and it's to serve the efforts of our boards of supervisors elected throughout the state. We do this chiefly through our advocacy efforts, both at the state and the federal level. We also provide educational programs. member services, and communications. We established the Achievement Award Program in 2003. This is actually our 21st year. And it's a way to highlight the innovative programs that are being developed at the ground up at the local level that can be

replicated, imitated in other areas. Sometimes people will take things and say, hey, we like what you did there. We're going to tweak it this way. So I'm proud to present two awards today, and I'll show you these in a moment. But just a little bit more about this year's 21st Annual Achievement Award Program. We received 135 entries, and 33 winners were selected from 20 counties. So you can see it's truly a competitive program to compete. Now, here's the great news. Prince William has won 28 achievement awards in the entirety of the program, which is fourth all time. And Prince William has won an award 10 consecutive years in a row now, I think with this year. It also, in 2020, you all achieved the best achievement awards.

That's the top. And then in 2022, you received a special distinction for achievement award for the largest county or large county category. Just a little bit about the criteria. I mentioned the innovation. That's really important. We also look for intergovernmental cooperation, which I think you can see with both these programs that are going to be highlighted.

model that can be replicated other ways? And is it also an innovative approach? So the two that are going to be awarded here today, first is for the gun safety program with the sheriff's office here, And I had a chance to talk with them briefly about their pride in the program and the effect that it's seeing in the community. The fact that students go home with a contract and a little badge and say, hey, mom, dad, I got to talk. And they have to sign that contract. It's a really neat engagement. And they're seeing some positive results in the community. The second is the Child Advocacy Center, which is really unique in Virginia. I think there's only a couple others that do this where they house it within the county government, the Department of Social Services, and really bring a lot of resources together with a lot of cooperation and even some savings for the taxpayer when you do it that way.

So I'm not going to take any more thunder, but These are new awards this year. You'll notice we've upped our game with the plaque. I've got the boxes. But I'll go ahead and turn it over back to Chair Wheeler and to the recipients, and then we can do some pictures.
