All right, thank you, everyone. We do not have any procedural matters, so we are going to go on to agenda item number four, and that is public comment time. I will give instructions while the clerk gets the sheet. I will call people up in groups of five. Please begin by stating your name and the magisterial district where you reside. Up there on the screen is a timer. You will have three minutes. Everyone will speak at the back, and... I ask that you adjust the microphone so that we can hear you. You can have the most brilliant ideas, but if we can't hear you. So first, we have two people. I'd like to call up Sunny Coffey and Dr. Kimberly Melvin Orozco.

Yeah, let's go green. I'm here once again to address law H256, which allowed municipalities to enact environmental justice into their comprehensive plan. after further review and consulting with a referee, I found that it is entered in section 15-2 of the Virginia Code. And this falls under town, cities, and counties. And this is, for me, after reading that, I'm asking for, one, advice and consent from the county executive, But when I further read the law, in part C, it said the environmental justice strategy shall, and number one, it said identify each environmental justice community and fence line community within the local planning commission jurisdiction. So when I saw fence line, I was thinking more or less in the more rural as well as more farming area.
But when after further review and looking up how it reads in the Virginia law, fence line community means an area that contains all a part of the low income community or community of color that presents an increased health risk and to its residents due to proximity to the major source of pollution. So once again, I'm here to ask the county executive to advise and consent on it and the board to include it in the comprehensive plan review. And as James Bond said, the second time is considerably. Thank you for your time.

You ready? My name is Dr. Kimberly Melman-Orozco. I'm a resident of the Gainesville District. Last time I was here and the last few times I was here, I actually spoke to you about the systemic violations to special education issues affecting children with disabilities within Prince William County Public Schools. I also talked to you about the misappropriation, government waste and abuse among the expenditures by the Prince William County School Board. Following that talk to you all, two interactions worth noting with this board. One was from Mr. Stewart of the Gainesville District. I commend you, sir. I very quickly and hastily left the building. You sent one of your staff members out to come and speak to me.
She literally ran after me to get information. I challenge every person who is a resident of your district, whether they are a Republican or Democrat, to recognize that because that takes strong and strength of character to do that. So I commend you and I do thank you for making that overture because that really speaks volume to the content of your character to hear something like that and want to learn more to see what you can do about it. The other interaction was from Chair Jefferson. After my speech, you told me that it is not the role of the Board of County Supervisors to investigate or to look into what I spoke about. I fervently disagree with your position. I think that any person who has a moral and ethical compass, any person of elected authority should look into allegations of civil rights abuses affecting children with disabilities.
Any person in your position should absolutely look into allegations of government fraud, waste, and abuse. And to that effect, I did my own digging and research. It is this board who appropriates the $2.9 billion worth of funding.
