What is the purpose of tonight's Joint Interjurisdictional Ad Hoc Committee meeting?
Thank you so very much. So we can't find an agenda today. It's only a couple of items that I thought was that discussion. So I would like to be started with fine free aid necessary to come center expansion. Mr. Short.
Thank you very much, Madam Chair, members of the committee. Good to see you all tonight. So this is a follow up for both items 3A and 3B from our February 11th. committee meeting. We're going to start with with item 3a, the Judicial Center expansion project. Matt Villareal is going to walk us through the presentation, really answering a number of questions that were asked or posed to SAB. We were together last on February 11th. And with that, Matt, I'll turn it over to you.
Thank you, sir. Matt Villareal, I'm the director of facilities of fleet management for the county. and I've been asked to provide an update from our last meeting on February 11th. So I'm going to provide you some information about the design process that we've been going through for the expansion building and also provide you an update on the Bendon School. So this first slide is that a kind of just an overview of the campus and to make sure you guys are understood what we're talking about. As you can see, kind of in the middle, that's where the existing Bennett School is. And to the left is the existing judicial center. Currently with the expansion building, we have completed the schematic design process.
So it's a pretty good process where we have involvement from the circuit court judges, the circuit court clerk, the sheriff, our county's IT department, my department, buildings and grounds, property management, security, facilities, construction management, all work together to kind of develop basic layouts for each of the four levels of the future facility. This slide would provide a little bit of Bennett School building history. As you can see, the building was opened in 1909 and served as a school from 1909 to 1969. In 1969, the facility was converted to become offices for the Prince William County Police Department. Abruptly speaking, 1969, also a portion of the building also housed in general county government offices.
I mean, 1987, 1989, the county had offered to donate the building to the city of Manassas, so there was no action that was taken on that. Also at that time, the county commissioned a feasibility study for the adapt that we use. From 89 to the present, the building has no shutter. In 2007, the county recognized the school as a historic site and also developed permit plans for adaptive reuse, which were put forth in a proposal for CID, but it was not approved during the budget process. You all remember 2007, that was the Great Recession. In 2019, a feasibility condition assessment was performed by my office to develop a plan to see if that facility would be usable for the share and dysfunctions. It was determined that at that time, the cost to do that was quite significant.
And also, the other issue was that by freeing up the space the sheriff was taking up in the courthouse, you would have additional people down in the courthouse, but you didn't have additional parties. So it didn't make sense to root for with pursuing that project. Here's some more additional information about the current condition of the Bennett School. This is the slide I provided last time.
