planners. I am David McGettigan. I'm the deputy planning director. Well, we're moving beyond senior.

All right well yeah this is I've been with the county for almost 21 years now so I've seen the comprehensive plan through lots of changes and updates in the planning office. I was in the long-range planning division and worked on comprehensive plan updates so since 2005 and I was And headed up a lot of what you'll see in the 2040 comprehensive plan, which is the latest one that was adopted by the board and is our current comprehensive plan. So I think you asked for some background of what the comprehensive plan is, why do we have a comprehensive plan, so I'll do that. I'll talk a little bit about how the plan was developed. and get into the content of the plan, what's in there, particularly land use you have interest in, and then talk a little bit about implementing the plan and some of the challenges and things that we're doing now.

So comprehensive plans are required throughout Virginia. So I want to talk a little bit about that. But the comprehensive plan is a guide for the growth and development of our community. And it's really a blueprint for creating great quality of life and play community. and it's a link between the vision and the implementing plans and policies of the county so the county has other plans and things that are underneath or shorter term than the comprehensive plan so it's a guide for those it's one of the main policy documents of the plan So in section 15.2.22.23 of state law, comprehensive plans have to be prepared by local governing bodies and adopted by local governing bodies. Interestingly, the zoning ordinance is not required to be adopted by local.

That's optional. We've, of course, opted into that, but every locality in the Commonwealth has to have a comprehensive plan with the purpose of guiding and accomplishing a coordinated, just and harmonious development of the territory. And the guiding part is really important there because it's a policy document. It's not a regulatory document, so it's important to understand that it's not regulating anything. It's just a guide of the board's policy, and it's used in making regulatory decisions, but it is not in itself a regulatory document. And it has to show the locality's long-range recommendations for the general development of the territory. And that component of it is the most important is the land use, projecting what future land uses would be there in the county, as well as all of the infrastructure needed to support those land uses.
