Thank you so much. Now on to the main meat of our discussion today. We have three discussion items. We'll be starting with 3A, which is a presentation on B pole, and I'll turn it over to the county exec.
All right. Good morning and thank you very much, Chair Bodie and members of the committee. I want to call up Leslie Weldon, who's going to start this presentation. The BPO presentation is really a result of a discussion we had in March, March 30, March 3rd, I believe, at the March 3rd Finance and Budget Committee meeting. And so we are following up there. I'm going to turn it over to Leslie and she'll turn it over to Rosia.
Good morning, Chair Bodie and members of the committee. Leslie Weldon, Director of Finance. So as County Executive Shorter stated, we're here to do a follow-up on B-Poll. So Rocio Lamb, our Deputy Director of Finance, is going to take us through that.
Okay. Good morning, Chair and members of the committee. Thank you for your time today. What I'm bringing forward today is practical and a major step to improve the way we administer BIPO today in Prince William County. The primary focus of our presentation is two things, visibility and good governance. I want to emphasize up front that This is not about a tax rate increase. So today we are asking the board to consider two practical options. The first one is requiring business license registration for all businesses operating in the county and adopting a small fee for that registration. And then the second one is the same. We will require everyone to register and pay a small fee. But in addition, we're asking for the adoption of an exemption.
So that's the difference between the two. So both of these options will give us a complete business registry, improving our data accuracy and compliance efforts. So our approach is aligned with peer jurisdictions in position to support responsible fiscal management. So where we are. So the board has received several updates since 2021, including.

All right, so the board has received several updates since 2021, including Directive 2414, multiple board and finance committee briefings, and discussions about implementation costs. So the consistent theme has been the need for better visibility into the business landscape. in good governance for BPOL administration. So right now we know that we have over 50,000 businesses registered in Prince William County, but what we don't know is how many businesses are operating below the 500,000 threshold. So because there are registration requirements. So today we are making decisions about our business environment without full visibility into a good portion of it.
Requiring registration and adoption of a modest licensee ensure businesses under the 500,000 threshold in gross receipts participate while giving us the data and infrastructure needed for future improvements. Okay, so this is the reality today, right? So we kind of have a core problem. So this is not really a compliance failure, it's a structural issue. So under the current framework, businesses below the 500,000 are not required to register. That means that we don't have a complete inventory, so that limits our ability to ensure compliance and our ability to plan and administrate the program effectively.
