Mr. Chair, members of the committee. The general assembly requires you to adopt a policy annually for remote participation. They did not amend the code sections, the state code sections in this general assembly session. So it's the same policy that you adopted last year. You just have to adopt it annually. So I would recommend that you adopt the policy.

Mr. Chair, before the committee considers and discusses item 4A and 4B regarding debt capacity and the state budget update, I need to declare a personal interest in these matters. My wife is a school's employee. As a school's employee, my wife and I are members of a group which is affected by these matters. I will be participating in these matters because I am able to do so fairly, objectively, and in the public interest. Thank you, Mr. Chairman. Thank you, sir.

All right, very good. Thank you very much, Mr. Chair and members of the committee. So with item 4A, we're going to turn it over to Brad Norris. Mr. Norris has been with the county for almost 10 years, since August of 2016. He is the county's debt manager. He's going to lead us through this item 4A, the initial conversation around debt. You may recall this is a presentation that's a follow-up discussion, and at the committee's request, to really talk about the county's debt and any future guidance the board wants to provide. And so with that, Mr. Norris, I'll turn it over to you.
Here, so forgive any faux pas. Good morning, Chair Bodie and member of the committee. I'm Brad Norris, I serve as the manager of a team within the finance department that oversees the county's debt portfolio. Today's goal is to continue the discussion about the county's debt capacity with an update from the March 10th board meeting. As you may recall, Sarah Fry from PFM gave a detailed presentation about the county's debt capacity and shared detailed feedback from the three ratings agencies about how Prince William County is measured.
