All right, good morning everyone. Welcome to our November eighteenth, twenty twenty five finance and budget committee. I'm gonna take a moment of personal privilege as a chair to welcome our newest, newly minted, newly elected, newly certified Gainesville District Supervisor, George Stewart. So wanted to quickly uplift that and again congratulate him on his election and look really looking forward to working with you. Welcome to your first meeting. Not a full board meeting per se, but it's a committee meeting. So go for it.
Thank you, sir. Great to be here. Um thanks for uh welcoming me. Thanks for that warm welcome. And I'm looking forward to uh getting to work. So let's go.
Great. With that, we're gonna move on to our uh first item of determination of quorum. Looking around, we have a quorum. Great. Thanks for everyone for showing up. Next we have approval of the minutes, item two, two A, approval of the minutes. Do can I get a motion to approve of minutes from October 14th? So moved. It's been moved. Second. Thank you. And we're about to move on to item number three. But before we do, both myself and Supervisor Angry have a uh declaration to to uh declare. Members of the committee, before the committee considers item 3a, which is the presentation of on the reconciled proffer fund balances, I need to declare a personal interest in this matter. My wife is a school's employee. As a school's employee, my wife and I are members of a group which is affected by this matter. matter I will be participating in this matter because I'm able to do so fairly objectively in the public interest.
Mr. Chair, before the committee considers item three A, which is the presentation on the reconciled proffer fund balance update, I need to declare a personal interest in this matter. My wife is a special education instructional aid aide with the schools. As a schools employee, my wife and I are members of a group which is affected by this matter. I will be participating in this matter. Because I am able to do so fairly, objectively, and in the public interest. Thank you, Mr. Chair.

Thank you very much, Mr. Chair, uh and members of the committee. So you all may recall and as uh I maybe we uh will Let's get up the screen. Uh you all recall that on July fifteenth we had a part one discussion around um proffer funds. Uh this is the second part to that discussion. I wanna thank the team for putting together this presentation and uh helping to facilitate uh facilitate the discussion.

Good morning Chair Bodie and members of the committee. My name is Lisa Fink Butler. I'm proffer administrator in the Department of Development Services. Um as you recall, I was here before and on July fifteenth and we uh presented to this committee uh the uh proffer account balances and uh we've been working on a reconciliation process since that time. Um between then and now uh we my office has extended an invite to um all the board members and their offices to meet with them to go over these proffer reports. Uh most of you have met with us uh just as a reminder those who have not and of course the new uh the new supervisor we are happy to meet with you a to go over these reports so that you have a full understanding of how they work.
Um we will be presenting or s providing the updated reports to the board members at the beginning of each fiscal year following the closeout of the budget approval process, which takes place April May timeframe each year. Um and as a reminder, as we went over in the meetings, um The board of Kennedy Supervisors will work directly with the responsible proffer agencies and the actual uh projecting or I should say proposing of allocation of proffer funds through the board approval processes which are available.
