Alito effectively saying now that Section two requires intent.
Of discrimination, like you can't challenge now racist voting policies.
You need to actually establish intent.
So basically, the person will need to declare, I hereby am racist and pushing this law when in actuality, the, you know, the 18, the 1982 amendment Congress pushed.
