So I think the staff report or the documentation mentioned that one of the criteria under which a alternate compliance or,
mitigation Alternate compliance would be acceptable is if for example the the site the land is in south of El Camino Right that that's like a criteria for acceptance Is there a kind of like inverse criteria where for example I know not a lot of development happens in
and south of El Camino, but let's just say for example, some large market rate project miraculously was gonna happen in Waverly Park where they couldn't say, well, we're gonna do the alternate mitigation or we're gonna deliver our alternate compliance, but we're gonna shuttle that over to Castro City.
Does that make sense?
So it's not that we put the alternate mitigation in an opportunity area, it's that we,
put, I don't know, maybe more units even, but we like shuttled the opportunity out.
Am I making sense?
In a very clear sense, I guess, can a developer build a market rate project in a high income area and then satisfy the alternate mitigation by putting offsite units, their allotment of offsite units in a lower income area?
To what extent was that?
As long as they're meeting the AFFH high opportunity areas, as long as it was, I think, within half a mile of the other project, it's located south of El Camino, which is also an HCD opportunity areas, then yeah, they have the discretion to select a site that would be suitable for off-site development.
They still have to be meeting the criteria that we have very thoroughly vetted that are AFFH compliant.
So if I'm hearing correctly, because I thought those were not ands, but ors?
No, I think they should be and or.
I mean, in many cases, they could be, they could be meeting multiple of those AFH requirements at the same time.
So they could meet one criteria.
And that would be enough.
So then I guess that's kind of what I'm trying to get a sense of, like...
