there was a motion made at council that through the administrative guidelines, staff would have the discretion to adjust that somewhat if we see that the developers are both working in good faith.
Like we don't want to get in the way of a good thing, but we do have the discretion if there's been no progress on the off-site development to say, nope, sorry, you need to comply with our on-site requirement.

That has to be also a similar, like it would have to be ownership, BMR ownership.
It can't, they couldn't just say, okay, well, we're gonna do rental, right?
