So as we discussed, there are some gaps in the spay and neuter access, enforcement and safe reporting mechanisms that are leading to a systemic breakdown.

The problems facing animal welfare in Broward County are not isolated incidents, but rather symptoms of a broader systemic failure.

Inadequate funding, poor management and lack of strategic planning have created

an environment where animals are consistently underserved, and a failure to coordinate efforts across agencies and leverage community resources has further compounded that issue.

When violations do go unreported or unenforced, animals do bear the consequences.
