And they never explain to people properly.

The meters will identify where the leaks are and to work from there out.

Now, I think people are correct in saying that at that stage, give people a house allowance, a realistic allowance to allow them to have baths and to have water and so on.

But at that stage, if you go over a realistic allowance, then yes, people who are using excessive amounts of water should be charged.
