That is our best estimate undercount.

It's a severe undercount because the government actually only tracks when you are filling out a form, not all of the other things you do, like going to an office.

And it's only for federal paperwork.

But a lot of this paperwork is actually put up by states and localities, right?

Municipalities, cities, counties, whatever it might be.

We have no idea.

And in fact, the best estimate comes from something called the American Time Use Survey, which basically they get a bunch of people and they'll sort of ping pong and say, What are you doing right now?

So we might say, working.

Mm-hmm.

But the estimates from that are an undercount too, because ATUS systematically undercounts things that you do while m multitasking.

They only track when you're doing one thing.

So if you are filling out a form while

cooking and taking care of your kids, you only get to pick one.

And so it tends to undercount things that you do while you do something else.

Absolutely.

And the thing that drives me particularly bananas about this is that it's not that they're getting more from the government either.

So benefits for high-income people, they tend to be submerged, is the term in the academic literature, which comes from this political scientist at Cornell named Suzanne Mettler.
